The average time per lap would probably best be described as a rational number because it is the most general of all the sets (i.e. it includes all the other sets listed). Not every "average time" is an integer number of seconds. Theoretically, the average time is more likely to be irrational, but if we truncate the time (e.g. 68.379128453... seconds to 68.379 seconds) then we would say that the rational numbers best describes the average time.
