We can tell that the number is rational without having to write it as a ratio of two integers (this is because the number is terminating). If you do want to write it as a ratio, you could say that the number is equal to *[tex \LARGE 1984 \frac{9275}{100000}], in which it is a rational number. Also, rational numbers are considered to be complex numbers (e.g. 1984.09275 + 0i) since they can be plotted on a complex plane.
