You can divide by long division or synthetic division if the numerator is not factorable.
In this case the numerator is factorable if you work at it long enough.

6x^2+19x+3/x+3
(x+3)(6x+1)/(x+3)
(x+3) cancels out, leaving (6x+1) as the quotient
note: the numerator is not one of the easiest to factor. I cheated and used a graphing calculator.
