Midpoint is just the average of the x-coordinates and the average of the y-coordinates. In this case, the midpoint is (2,3) since (3+1)/2 =2 and (-2+8)/2 = 3.


I'm not entirely familiar with how to graph points on this site, but simply draw a coordinate plane, locate (3,-2) and (1,8), and connect the two points to make a line. The middle of that line is the midpoint, by definition.
