Let x and (2x+1)represent the width and length respectively
 P = 2x + 2(2x+1) = 20ft
          6x = 18ft
           x = 3ft, the width.  the length is 7ft    (2*3+1)

CHECKING our Answer***
2*3ft + 2*7ft = 20ft
