rectangle is twice as long as it is wide
Let x and 2x represent the width and length respectively
Note:  P(rectangle) = 2*L + 2*W
 P = 2x + 2*(2x) = 60ft
          6x = 60ft
           x = 10ft, the width.  The length is 20ft (2*10ft)
