I get this
b^2/9 b^9/2=b^2/18 b^9/18

If what you say is correct you should add the
exponents to get b^(11/9)

from here I am confused. It shows in help that it is b^85/18.

To get 85/18 you would nee 9/2 + 2/9 = (81+4)/18 = 85/18

Maybe your problem is not what you posted but rather:
sqrt(b^9)* 9th rt. of b^2
which would give you
b^(9/2) * b^(2/9) = b^(9/2 + 2/9) = b^(85/18)
