1st, it's not an equation.  I can tell, there's no equal sign.
(-2x^3 y)^6
Each factor is raised to the 6th power.
{{{(-2x^3*y)^6 = (-2)^6*(x^3)^6*y^6}}}
= {{{64x^18y^6}}}

If the exponent is on the outside of the parentheses do you multiply it by the exponents inside the parenthesis or add them? 
When it's raised to a power, you multiply them.
