Using the standard slope-intercept form for an equation of a line y = mx + b  where m is the slope and b the y-intercept.  
line having slopem = 2/3 and containing the point(8,-6)
  y = (2/3)x  + b
 -6 = (2/3)*8 + b
 -34/3 = b
       y = (2/3)x - 34/3  or   2x-3y = 34 in standard form
