Using the standard slope-intercept form for an equation of a line y = mx + b 
 where m is the slope and b the y-intercept. 
1) Line with m = -3, passing thru Pt(-2,-1)
    y = -3x + b   |using ordered pair Pt(-2,-1) to solve for b
    -1 = -3*-2 + b
     5 = b    Line is y = -3x + 5   |slope m = -3 and y-intercept is Pt(0,5)



2. y = -3/8x+4   | slope m = (-3/8) and the y-intercept is Pt(0,4)
