Two lines are parralel if they have the same gradient. When the equation of a line is written in the form "y=mx+c", "m" represents the gradient.
The second equation is already in the form we want, and we can see that the gradient is 1/4.
Rearrange the first equation:
-8x + 2y = 8
2y = 8x + 8
y = 4x + 4.
The gradient of this line is 4. 
1/4 is not the same as 4, so the two lines are not parallel.
