I'll do the first one for you to get you pointed in the right direction.

We need to isolate k by itself.  First subtract 13 from both sides -> {{{-4k < 14}}}.  Now divide both sides by -4, remembering that negative sign reverses the inequality.  So we have {{{k > -14/4 = -7/2}}}.
For a quick check pick a number greater than -7/2, e.g. -3.  
13 - 4(-3) = 13 + 12 = 25 < 27.
