Hi
Think the problem people have is that many calculators only convert Liters to cm^3. 
As 1ml = 1cm^3, one can use those calculators for ml conversions as well.

As to a Liter relating to cm^3 or mm^3 ... which You may encounter.
1 Liter = 1000 cm^3 by definition of a Liter (noting again 1ml = 1cm^3)
for ex.  
2000. cm^3/1000 = 2L  Note: can be found by moving deciaml point 'back' 3

1cm = 10mm, which is to say: each cm^3 = 1000mm^3
which in turn says: 1 Liter = 1,000,000 mm^3
Example: 
 2000mm^3/1,000,000 = .002L  
Note: Conversion using this division Can be found by moving decimal point 'back'6 ..
  2000. mm^3  'decimal point' back six places gives us the   .002L
  254mm^3 = .000254 L
