The length of the rectangle is 2 inches more than twice its width:
L = 2W + 2..............(i)

The perimeter is the sum of all side lengths:
P = 2W +2L..............(ii)

Subtitute equation (i) into (ii) for L:
P = 2W +2(2W + 2)
P = 2W + 4W + 4
P = 6W + 4 
P = 34

6W + 4 = 34
6W = 30
W = 5 in.

Subtitute  W=5 into equation (i) for W:
L = 2(5) + 2
L = 12 in.
