Why would it be exactly 2?  How strong of a wind?  For the entire time that  you are jogging are you jogging <i><b>directly</b></i> into the wind? Why wouldn't it count as 1.25 or 1.5 or 1.35489 or even 2.25?  How much does a given velocity of wind actually change the amount of work done by the body when jogging?


So to answer your question directly, yes it is possible, but in general it would be something else.
