First of all it is easier to graph in y=mx+b form. The second equation is already there but we need to get the first one to that point and all that take is a little rearranging

x-2y=-6==>-6+x=2y==>-3+1/2x=y==>y=1/2x-3

Now you have the following equations:
1. y=1/2x-3
2. y=-3/2x-1

On the first equation go to point (0,-3) go up one and to the right two and draw a line through those two points.
On the second equation go to point (0,-1) go down three to the right two and draw a line through that point.
