t^-6/7s^2, i understand that the t^-6 moves to the denominator and s^2 becomes the numerator

No, only the t^6 is inverted; the s^2 stays where it is.

Why does the 7 stay in the denominator, s^2/ 7t^-6. 
The 7 does not have a negative exponent: only the "t".
