rounding each number to the nearest thousand
Note:  first locate the digit that is in the thousand place.
In these examples, the thousands place does not change in the rounding off:
the hundred's place holder tells us that, as it is < 5
  1. 12,345 = 12,000  |2 is in the thousand place 
  2. 38,234 = 38,000  |8 is in the thousand place 
  3. 79,124 = 79,000  |9 is in the thousand place
