Depends on whether you replace the first card into the deck before you draw the second.


With replacement the answer is yes, they are independent events.


Without replacement, no.  That's because the probability of the second card being a spade is either 13/51 if the first card drawn was other than a spade but it is 12/51 if the first card was a spade.
