1)To find the hundredth place, start counting from the decimal point and move to the right.  The first place-value after the decimal is the 10th's, next is the 100th's and third is the 1000th's, etc..  Since the question asks for the hundredth's place value, you will see that the number 8 is in that spot.



2)To round, look at the number to the right of the 8.  Nine is greater than 5, so round up.  The decimal now becomes: 0.09.



3)To write in scientific notation, means to have only one whole number to the left of the decimal.  So move the decimal point over two places to the right of the number 9.  Since you moved two spaces to the right, the scientific notation is written:
