Calculate the acceleration required to go 85 mph in 700 feet from 0 mph start.
85 mph=124.7 ft/sec

{{{a=11.1}}}{{{ft/s^2}}} or {{{a=3.38}}}{{{m/s^2}}}

Now you have a figure. 
Find your average accelerations.

{{{100}}} mph={{{146.7}}} ft/s
{{{a1=88/7.4}}}={{{11.9}}} ft/s^2
{{{a2=146.7/22.8}}}={{{6.43}}} ft/s^2

Unfortunately your 0-60 acceleration is higher than the required acceleration to reach 85 mph in 700 feet. 
You are more likely to win a court case by showing the officer's training was not up to date, the equipment was faulty or out of calibration, or by having the officer not show up in court rather than by proving a physics argument.
