No, it's not a multiplier. 
It denotes the cube root. 
As an example,
{{{root(3,125)=5}}} because {{{5*5*5=125}}}

{{{root(3,((125x)^11/y^3))=(125^(11/3)*x^(11/3))/y^(3/3)))}}}
