The rule for this situation, {{{a^x*a^y = a^(x+y)}}}, says we should add the exponents. Since we have a fraction as an exponent it doesn't change the rule we use. It just makes the addition a little harder to do.
{{{11^(1/2)*11^3 = 11^(1/2 + 3) = 11^(1/2 + 6/2) = 11^(7/2)}}}
