Find the slope:
m = -5/2
The slope of lines perpendicular are the neg inverse, = +2/5
Use y = mx + b and the point to find b
-7 = (2/5)*2 + b
b = -7 - 4/5
b = -39/5

y = (2/5)x - 39/5
The teacher is always right.  Most of the time.
