This question is impossible to answer with the information given.  In the first place, you have no information that would allow someone to calculate how long it would take the northbound vehicle to slow down and turn around.  In the second place you haven't specified how fast the 1st car is willing/able to go in the process of catching up to the original southbound vehicle.  We know it must be some speed greater than 90 miles per hour.  Furthermore, you haven't factored in the local constabulary who would probably take a dim view of people operating their vehicles at those speeds.
