This problem does not make sense the way you have written it, perhaps it should be:
9x + 7y = 5
11x- 7y = -2

replace x with 3/20

7y = 5 - {{{27/20}}}
7y = {{{100/20}}}- {{{27/20}}}
7y = {{{73/20}}}
multiply both sides by 1/7
y =  {{{1/7}}}*{{{73/20}}}
y = {{{73/140}}}
