okay this is just like a regular long division problem, except you got the variable b thrown in there

            5b^2 -  2b   +  7
4b + 3 --> 20b^3 +  7b^2 + 22b + 23
           20b^3 + 15b^2
                 -  8b^2 + 22b
                 -  8b^2 -  6b
                           28b + 23
                           28b + 21
                                  2 (there is a remainder)
5b^2 - 2b + 7 + 2/(4b + 3)

check (4b + 3)(5b^2 - 2b + 7):
20b^3 -  8b^2 + 28b
      + 15b^2 -  6b + 21 =
20b^3 +  7b^2 + 22b + 21
