When dealing with adding or subtracting fractions we need the denominator to be the same. 
(2x-3)/3-(3x+1)/5
For this we multiply the first fraction by 5/5 and the second by 3/3 to get:
5(2x-3)/15-3(3x+1)/15
Now we can rewrite this as:
(10x-15)/15-9x-3/15 
This then can be rewritten as:
(10x-15-9x-3)/15
With me so far? Combine like terms to get:
x-18/15
There we go.
