First:
You need a dashed-line of the equation y=-4x+4
If x=0, Y=4 giving point (0,4)
If Y=0, X=1 fiving point (1,0)
Plot these points and draw a dashed-line through them
Second:
You need to determine if the solution to your inequality
is above the dashed-line or below it.
Pick a point not on the dashed line, for example (0,10)
Substitute those values into the inequality to see if 
you get a true statement, as follows:
4(0)+10>4
That is true so that point is in the solution area of
the graph.
Try another point, e.g. (-3,2):
4(-3)+2>4
That is not true so that point is not in the solution
area of the graph.
Conclusion:  The solution for your inequality is above
the dashed line. Shade that half-plane.
