A tail wind is a wind from the tail, and it's added, so 202 km/hr is correct (that's the groundspeed).

I don't know why it's called "final velocity", tho, resultant is more appropriate.

For vectors, use 0/360 degs as north, then west is 270º.
The plane's vector is 180 units long in the 270º direction.  The wind is 22 units long in the same direction.  The vectors are end to end, making the length 202 in the same direction.
