When they say "Evaluate the logarithmic equation...", they simply mean plug in some number in for 'x' and use a calculator to find the result. For example, to evaluate the logarithm for x=1, plug in x=1 to get {{{log(4,(1))+4=0+4=4}}}. You would type in "log(1)/log(4)+4" (without quotes) into your calculator. So when {{{x=1}}}, then {{{y=4}}} giving you the point (1,4). Use this idea to find the other points. Once you have enough points, plot them on a grid and draw a curve through them to graph {{{y=log(4,(x))+4}}}
