The airborne speeds in miles per hour of 21 planes are shown below. Airplane speeds in miles per hour for 21 planes are: 366,533,386,367,380,409,526,387,516,401,513,428,429,415,460,449,475,492,500, 509,489 
I am confused on exactly how to put the table together...do i make a column for say 300-400, 401-500, and so on?? 
Also I am unsure how to do this type of graph in excel...if anyone knows and can tell me where to find instructions on how to produce a graph like this i would greatly appreciate it :) 
Find the approximate values that correspond to the given percentiles by constructing a percentile graph: 9th, 20th, 45th, 60th, and 75th.

You have not said what type of graph you want but you
should be able to Google that type and see examples.

To find the percentiles values:
1st: put the data in ascending order by sorting it.
2nd:
Find the "locator" associated with each %ile.
Example:
The locator for the 9th %ile is (9/100)21 = 1.89
Round up to the next whole number to get the 
locator = 2
So, the #2 data item in the sorted list (which is 367)
is the 9%ile item.

One more example: 20%ile item = ?
(20/100)21 = 4.2
Rounded up gives locator = 5
The 5th item in the sorted list is 401
So, 20%ile = 401
