My advice is to first add 3y to both sides, so you won't have to worry about the coefficient of y being negative.  This will leave you with 2x = 12 + 3y.
Then, subtract 12 from both sides.  You will have 2x - 12 = 3y.
Finally, divide both sides by the coefficient of y, which is 3.

You will end up with (2/3)x-(12/3) = y, or

y = (2/3)x - 4.
