A parabola forms the top of a fencing panel. This parabola can be modeled by the graph of the function y=0.03125x^2-0.25x+4 where x and y are measured in feet and y represents the number of feet the parabola is above the ground. 

How far above the ground is the lowest point of the parabola formed by the fence?
 
Do I start of the problem by using the formula 
x= -b/2a ? 
If so would it be 
--0.25/2(0.03125) ?

-b/2a is the x-coordinate.
Plug that into the equation to find the number of feet the parabola is
above the ground.
