the problem is 8/10-x/2. do i need to multiply the whole fraction by two, or just the bottom

Yours is a subtraction problem.
To add or subtract fractions you need to have a common denominator
on the fractions.  It's like adding apple and oranges.  They only
add if you call them both "fruit".

Rewrite each fraction with 10 as its denominator:
(8/10)-(5x/10)

Combine the numerators over the common denominator:

That is the best answer you can get.
