First road slope:
Slope=(13-9)/(2-4)=4/-2=-2
Equation for the original road:
y=-2x+9 (red line)
Parallel road slope=-2
Y=mX+b
9=-2*4+b
9=-8+b
b=9+8
b=17 is the Y intercept of the parallel road.
