The original octahedron has 6 vertices which are still there after the tetrahedrons are attached.  Each tetrahedron has 4 vertices, 3 of which each correspond to an existing vertex on the octahedron, so each of the eight tetrahedrons only adds one new vertex.  So, the original 6 plus 8 new equals 14.
