The Standard Form of a Linear Equation is: {{{Ax+By=C}}}
The General Form of a Linear Equation is: {{{Ax+By+C=0}}} although it is sometimes called the Standard Form.

Deduct 3x from both sides of equation, we get:
{{{-3x+8y=7}}}
Now multiply by -1 on both sides of the equation, we get:
{{{3x-8y=-7}}} <--- this is the proper Standard Form of a Line.

If we add 7 to both sides of the equation, we would then get the General Form of a line.  {{{3x-8y+7=0}}}
