If I understood your question correctly, you have a real-life apartment that is 28 feet wide and a scale drawing of it that is 7 inches wide.


If you divide 7 inches by 7, you get 1 inch.  If you divide 28 feet by 7 you get 4 feet.  So your scale is then 1 inch = 4 feet.


Divide the inches/cm or whatever by whatever is necessary to make 1.  Then divide the number of feet, meters, or whatever by that same number.


That means that if another dimension of the drawing is, say, 8 inches, then the real thing should measure 8 times 4 = 32 feet.
