What do we know from the information given?
We know the perimeter is 88 meters (around the garden).
Width we can establish as x. 
The length can be written as 3x + 4
Now we add two lengths and 2 widths. It will look like this:
(3x + 4)+ (3x + 4) + x + x = 88  Combine like terms we have: 
8x + 8 = 88                       Subtract 8 from both sides
8x = 80                           Divide each side by 8
x = 10 meters                     
From this we know the width = 10 meters and the length = 34 meters.
You can check it out by adding two lengths and two widths which should total 88
