Let's handle the fraction first. The way to do that is multiply both sides by b so it looks like this: 
(b)3x/b=cb(b)    Remember, in equations whatever you do on one side of the equal sign you must do the exact same thing on the other. It'll look like this:
3x = cb^2        The b's cancel each other and leaves 3x (Note:^2 means b to the second power or squared.)
Now all we have to do is get x alone, so we divide by 3
3x/3 = cb^2/3   So the answer is: 
x = cb^2/3
