Let's put the measurements in yards to begin with so the height is 8/3 yards and the diameter is 4 yards. 

The formula for the volume of a cylinder is:

                     V = pi (radius squared)height

pi = 3.14
radius squared = 4 yards
height = 8/3 yards

With the numbers it looks like this:

          V = 3.14 (2 squared) 8/3 yards  (change 8/3 to decimal = 2.67 approx)

          V = 3.14 (4) 2.67     

Answer: Volume = 33.54 Cubic yards
