Think about it.  If the center is at (-4,5), move 3.46 units down along the vertical line *[tex \Large x = -4] starting at the point (-4,5).  You never make it to the *[tex \Large x]-axis because the distance from (-4,5) to the *[tex \Large x]-axis is 5.  Now move 3.46 units to the right on the horizontal line *[tex \Large y = 5] starting at the point (-4,5).  You never make it to the *[tex \Large y]-axis because the distance from (-4,5) to the *[tex \Large y]-axis is 4.  Therefore, no intercepts.
