How do you factor out 2x from 18x^2/3 * 8x^3/4? 
I tried to figure this out by looking at examples but none of them showed exponents that were smaller than the one on the number we are factoring out.

What you have posted is a product.  You usually don't factor products.

Your product is 144x^(2/3 + 3/4)
= 144x^(17/12)
------------------
If you factor out 2x you would get:
= (2x)(72x^(5/12))
================================
