In your first question, 17,540 m., to convert to km, move the decimal 3 places to the left.  This would give you 17.54 km, which is b.


In your second questions,  65 mm = 6.5 cm because you move the decimal 1 place to the left.


In your last questions, I think you are correct, but I don't understand the second one.
