For this problem I drew a graph to help represent times and distance for each vehicle. 
First, If the train is going 50mph for 3 hours (9-12) that would equal 150 miles reached. If the car is going twice as fast, in this case, 100 then at one o'clock the car would have traveled 100 miles(add100mph); while the train would have traveled 200 miles(add50mph). By 2 o'clock the car would have traveled 200, and the train 250 miles. By 3 o'clock the car would reach 300 miles, and the train as well. So, they both would meet at 3pm.
