They can be worked separately or simultaniously.
I will solve simultaniously.

{{{ -3<5-2x/5<9 }}}  - 5 from 3  5  and 9
{{{ -5=-5=-5 }}}
{{{ -8<-2x<4 }}} divide all three parts by 2
{{{ -8<-x<2 }}} Problem here is we have a negative variable.  with inequalities, when we multiply or divide by a - , the < or > flips.
{{{ -8<-x<2 }}} multiply by -1 to all parts and flip the < >
{{{ 8<x<-2 }}}
{{{ 8>x>-2 }}} Now to graph this .. we like the smallest # on the left.  Flip the whole thing end for end.

The graph is a number line beginning at -2 and going to +8, but the circles at those points are open, since they are not greater than or equal to.
