I need assistance to try and understand how to come up with the equation to describe the rule(x,y) for (-1,-7),(0,-3),(1,1),(2,5),(4,13),(5,17)

Notice that the x-values increase by 1
Notice that the y-values increase by 4

This constant increase tells you the relation is linear.
So the equation looks like y = mx + b

The constant increase of the y-values is the slope: m = 4
The y-value that goes with x=0 is the y-intercept: b = -3
------------------------------------------------------------
So the equation is y = 4x-3
