The word "or" means that either condition, not necessarily BOTH conditions, may apply.  So, list all the integers (that is, positive, negative, or zero whole numbers!) that are either less tahn -7 OR greater than -1.  

Start at negative infinity counting all the negative integers less than -7:
. . . -10, -9, -8


Then greater than -1.  This would be beginning again at 0, 1, 2, 3, . . .


Put it together, and you have:    {. . . -10, -9, -8, 0, 1, 2, 3, . . .}
