You are adding a semi-circle at each end.  Two semi-circles make a whole circle.  The diameter of the circle is the short side of the track.  So you are subtracting the two short sides and adding the circumference of the circle.  *[tex \Large C = \pi d].  I would leave the answer in terms of *[tex \Large \pi] because that is the exact answer.  But if you must have a number, use 3.14 for *[tex \Large \pi] -- that is plenty close enough.
